DaphoDILL – a former Army Soldier seeks reparations from systemic abuse by officials!
Shannon Leeann Dill is a resident of Hattiesburg, Mississippi, and a United
States veteran, who served in the Mississippi Army National Guard.. During
Shannon’s time serving, Shannon was met with nothing
but retaliation. Shannon’s civil rights, civil liberties, and human
rights have been taken away from her; as well as, her rights as a gay woman
and whistleblower, protected under the United States Government and
Constitution. Shannon filed several reports while she served in the Army.
After filing those reports on abuse, and whistleblowing on her sexual assault,
sexual harassment, bullying, retaliation, fraud, racism, and several
other dilemmas; Shannon was then ostracized and isolated by fellow soldiers
and peers; even outsiders involved in the coordinated retaliation against her,
in facilities tied to the government and state agencies and rehabilitation
centers. Shannon also did not receive the adequate help she needed and
wanted from civilians she saw, and other peers and leadership. Shannon has
been walking around the state of Mississippi for years, with cognitive issues
and brain damage.
Shannon first sought help, with a report to her commander Kenley Feazell and other high-ranking-officials.
Shannon reported the negative abuse, from her section chief Michael Doyle Seawright.
Michael Doyle Seawright would often make comments to Shannon Dill; such
as, he does not like her hair and to change it. Denying her rights to see a
doctor when she would be extremely sick. Telling her he does not like her
perfume, and to take it off; as well as, exercising his power in
making Shannon, take up most of the work, rather than shared work with her
other peers. Even directing Shannon’s career life, to hold her back on going to
different countries, while overseas, and mocking it all the time: extending his
racism, to have Shannon sit in the office with him, while he joked about
racism to her, with other presumably racist officers. Even possibly, walking
Shannon’s body around for sexual interactions while overseas and back home
in the states, to confuse, dehumanize, play, and toy with her, as many do with
LGBTQIA+ people in the military. He would also call her stupid, after he
would make mistakes on the computer system , that her and fellow soldiers
used, to abuse her. He would even make gay comments to the soldiers;
inciting homophobia, and would ask Shannon to help advocate for his
behavior. These things happened, while other soldiers stood by and watched.
She complained several times, to command and those in her rank, and asked
to be removed and moved away from him,, but his power over the other
officials left her abandoned. Shannon was never removed, but pushed to
withstand the abuse. The use of surveillance and possible other technology,
was used on Shannon, while she was overseas, and back home, by those in
her units. Shannon would acknowledge that he (Michael Doyle Seawright)
was racist and homophobic. There was even a comment made to Shannon, by
Michael Seawright, that had a sister that was LGBTQIA+, and he doesn’t know
“why”, she wanted to be “Gay”. Showing Shannon even more, his hatred for
life.
Overtime more incidents trickled into other events by
Michael Seawright, where Shannon stated and reported, while at her
duty position, as a federal technician, Michael Seawright paralyzed her body,
cut-off circulation to her brain, and suffocated her throat. She also states, that right after the
incident occurred, he said to her “I treat you right don’t I?” Shannon was
baffled and puzzled. Shanon stated she couldn’t even reach the phone, move,
or speak. She didn’t know what just happened to her and how. She recounts
having to fight for her memory back, trying to remember things, and not
even knowing how she got home. Shannon even remembers, that after the
assault happened, she started seeing brown and red, and even starting
getting disturbing dreams, and images while sleep, about her sexual assault;
involving, Chaz Coleman, and what she could see, on the night of the incident.
Where Shannon would have flashbacks and nightmares, only during the
night, and she could do nothing but look at it, and when she awoke, the
nightmares and images were gone. Showing Shannon, Michael Seawright,
possible direct involvement, in her sexual assault.
After the first incidents occurred, Shannon states, the abuse didn’t stop
there, with Michael Doyle Seawright. Shannon saw several
people, sit back and watch him constantly abuse her. Michael Seawright even
possibly interfering with Shannon’s ability to take care of children, possibly
insisting, that Shannon should not have children at all, because she is gay,
instead, use her body, as if it were prostitution, knowing Shannon was a
woman, that could bare children. At one point, she says that he told her that
she couldn’t leave the facility, while trying numerous times to get her to the
facility to see him; in which she told her command, but nothing was done, but
telling her to take it. Shannon recalls that Michael, stood up in her face telling
her she couldn’t leave, and that she needed to sit down and shut up, followed
by the question “Are you trying to leave me?” Shannon reported to several
officials in her chain; even though, coworkers were their witnessing the
incident, and said nothing to help Shannon. When she told her command,
she was told not to file a report on Michael, and that Shannon needed to have
her ducks in a row if she did; while, simultaneously telling Shannon to take
the abuse when she kept saying no. This was when Shannon was pulled to
another unit, called the 1108th TASMG.
Even those at Shannon’s work facility at M.A.T.E.S., to include those at the 1108th TASMG,
reporter Shannon, supposedly, from events and incidents, they themselves orchestrated and
engineered, involving her name, because Shannon would not be quiet about
what was going on in the unit, even showing when Shannon first got there,
there was hostility toward her, even soldiers going on her social media
accounts, and using illegal surveillance on Shannon, to direct, predict, and
route Shannon, into directions, her abusers forced her into. It is even stated,
that her direct command, in her section, such as, Carrie Reynolds and
Cordelia Echols, told Shannon, to watch her units readiness NCO SFC Kermit
McAfee, in a deliberate ploy, to focus Shannon on one thing; instead of, what
was really being done to her and her only in the unit, by those in authority
over her, to include soldiers standing beside her. The soldiers were not only
white soldiers, but black ones too. Fostering hostility toward Shannon
anywhere she went, even directed pushing Shannon and Michael Seawright
toward each other often, for their own benefit and plans, and after each
interaction Shannon had, it was recognized as being forced interactions with
those in her unit, and in her home life, by those in her direct command and
orders, given their personal hatred for Shannon. Shannon had several TBI’s
(traumatic brain injuries), that was never looked at after these incidents;
instead, many of things Shannon reported were never put on record, but used
their own reporting against Shannon, they themselves set up against her.
Inciting, comply with “our” demands, and you’ll be good, while doing
something else behind her back, while she faces them head on. It is even
annotated that technology was used on Shannon’s body her entire career, to
stop, delay, prevent, and interfere with Shannon’s reporting and reporting
methods; as well as, used the technology on Shannon, to play with her height
the and weight, to never let Shannon reach goals or accomplishments in her
military career; unless, they wanted her to. Thai started as early as, when
Shannon entered the military back in 2015. Aiming to make sure they
destroyed her credibility early on, so that when Shannon found out what had
been done to her, they already had their witness coached, their narrative set,
and their preemptive framing justified ahead of time, knowing Shannon would say
something about technology being used on her, and the possibility
of other soldiers. Even interfering with Shannon speaking to media, during
interviews, and with loss memory and cognitive abilities, to stage the setups,
for her going forward. Shannon can even remember Michael Doyle Seawright,
laughing about Shannon being put in the 1108th TASMG, to be careful, and
insinuating, that Shannon, doesn’t know what goes on in those units, giving
recognition, beforehand, that there were things in store for Shannon, as she
entered her new unit. And maybe even giving himself away, that he has
external interference into her life at the unit, and even showing he had
interference externally during her time while she served, and while she was
overseas.
Shannon eventually got calls from other brigades, where Shannon was
told that Michael was stopping her career, stopping her from getting a new
job, and looking into funding, to see if anyone had enough money, to even
have Shannon at their unit. Shannon was torn with affliction. The issues
never got resolved. Michael Seawright, even called Shannon many times to
get her, to talk to him, and Shannon told him no. Michael Seawright then
started to call Shannon Dill’s command to see her; which is when these and
other incidents took place.
Moving forward, Shannon instances, where she endured pain and
suffering, while seeking help from the Sonny Montgomery Veterans Affairs in
Jackson, Mississippi, and other facilities in the State of Mississippi.
In January 2025, Shannon had altercations with staff at the Sonny
Montgomery hospital. An Alexander Rahkshan cornered Shannon, to tell her
that he was racist, while a Matthew Anderson stood by and watched. She also
recalled interactions, with an old social worker of Shannon’s at the veteran’s
affairs hospital, named Sharon Sherinian; where Shannon sought treatment,
in 2023, following the Pentagon email, for trauma therapy. She filed reports
on Sharon during this time in 2025, for harassment, but it wa says her the
entire time, by those involved in the setups and retaliation, and when
Shannon talked to the about those things, after Sharon stated Shannon was
harassing her; the director told Shannon, that those test they ran on her, and
things she talked to him about, after leaving the VA hospital, that was setup
for her to do, and even had it interfered with, that those things were done before,
the new executive order, was placed at the veterans affairs hospital.
After, and while reports were getting filed while Shannon attended the
facility, that was getting interfered with too, so the VA could use Shannon to
corporate their own narrative they had been preemptively framing, and
setting up, a Black woman, came to see Shannon, and said that
Sharon Sherinian was in the hospital playing with her. Beforehand, Shannon
got a call from Sharon Sherinian, and nothing was wrong presumably
between the two from what Shannon could remember, but Shannon’s brain
wasn’t functioning properly, due to prior abuse from those she served with,
and those in various facilities she visited; such as, a therapist giving her
EMDR Therapy when she wasn’t possibly, certified to do, that left Shannon
with more cognitive problems; and without Shannon’s consent. Prior to the
recent reports in 2025, an Alexander Rahkshan, the trauma program
psychologist, called Shannon, and told Shannon, that she would have to
speak to a male therapist about her trauma and sexual assault, because he
was told by a Victoria Murdy, that Shannon wanted to
sleep with Sharon Sherinian; when Shannon never stated anything of the
sort. Shannon was met with dishonor again, and affliction. What’s even worse
by the time Shannon got to the G.V. Sonny Montgomery Hospital in Jackson,
Mississippi, her memory had been tampered with, and erased, to not be able
to recall anything before her entry, not even events that took place in her
life; even after, she left the facility. The black woman, that came to see
Shannon Dill, also agreed, that making the decision, to not have her with a
female therapist, decision, while other female social workers and therapist, in
the facility, was a wrong move. Shannon talked sometimes to the black
female roommate that she had, while in the trauma program, where told
Shannon, that she was going to get a public defender, to not go to the all-
women’s facility they found, because it was another setup, while actively
participating with the G.V. Sonny Montgomery Veterans Affairs, and the all-
women’s facility, was located in Massachusetts. Shannon asked to go to a
veteran’s affairs in Georgia, before she even arrived at the VA in Mississippi,
but other people, Shannon met, presumably, decided to steer Shannon back
into Mississippi and their programs, and while at the VA in Mississippi,
Shannon even had them look into, the all-women’s facility in other states to
help her, with the LGBTQIA+ problems and social worker problems within the
state. While all of this was going on, those inside the facility, and possibly
outside too, where steering the conversations being had, where Shannon
would walk to and go to, what she would say when she says it, and how she
would look or behave, all externally, and this was due to the fact, that Shannon would always
be in the trauma program with nothing but men, but Shannon was also afraid of another woman
being there too, because of how she was treated as an LGBTQIA+ member.
Shannon had problems in the program from someone calling her a “dyke”. Shannon reported
those incidents, but never heard anything back from it. Shannon didn’t know
what to do, or where to go, she just wanted to get out of the facility, and
somewhere where she felt safe, and better. She also had to call the police
department, while she was there twice from incidents occurring, and the
police officer told Shannon that they couldn’t help her, because they had no
jurisdiction at the VA hospital. This made it even harder for Shannon to open
up, and seek help respectfully. Shannon even asked for an advanced directive
to give to her parents to sign, while she was there, but they didn’t want to
give her one; until, she left the facility, even after she asked more than one
time. Shannon has asked for her reports that filed, and she still has yet to get
all of them, and she had filed twice to do so. Shannon’s long-term and short-
term memory was being tampered with, the entire time she was in the
facility, but other events staged, so that Shannon would be and look guilty, by
default, according to the policy changes they made, in Shannon’s reporting.
Shannon states after leaving the G.V. Sonny Montgomery Jackson
VA Hospital, she had to go and get checked her sexual assault-rape, because
her vaginal area and lower extremities were burning and
stinging, and she couldn’t open up her legs for 3 weeks or so; she describes,
that it was in and an intense pain. Shannon believes this is a direct result of
the interactions and altercations, from the workers at the G.V. Sonny
Montgomery, Jackson, Mississippi Veterans Affairs Hospital. Shannon thinks
it was someone there doing so, to mimic Shannon’s sexual assault report filed
in the military, to ostracize her even more; and to silence Shannon, misdirect
her, confuse her, and knowing that they could get away with sexual abuse,
while in the facility, using technology, on her, that Shannon’s social worker
Susan Ashley Perkins showed her, while she was at the facility getting
therapy from her, that the workers, at the VA, were using the technology on
Shannon, and possibly using it on other patients, just like Shannon.
Shannon’s memory even when leaving was still being tampered with, and so
was her social media, a direct response to her reports filed, and
whistleblowing. Instead of handling those things effectively, Mississippi and
possibly other agencies outside of Mississippi, decided to get Shannon
involuntarily to recent statements, and reports, and force her into situations,
with men and women, and more, under their direct influence and control.
TheVA OIG, coming to see Shannon, spoke to Shannon in her home, months
following these events, saying to Shannon, “external”, “interference”,
“experimentation”, “is she sure it’s not about control”, and that “yes, it’s
going to be a battle”. Even giving Shannon some more information, going
forward, into the battle ahead of her, while Shannon is still recouping from
old wounds. The VA OIG personnel, saying to Shannon that, Shannon is a
victim.
Shannon was even in dismay, when a social worker named, Susan Ashley
Perkins, that picked Shannon’s case, was insinuating, that she wanted to help
Shannon; in doing so , Susan showed Shannon what was being used on her, in
previous encounters in the military, and at the VA Hospital had those things
too; explaining to Shannon what was happening to her. Saying to Shannon,
“doing it just to you”, to even possibly gauge Shannon’s perception into the
extent, of the damage being done to her. Susan validated Shannon, in some
instances; but also dismissed her too. Susan referred to Shannon’s military
sexual assault, and asked Shannon menacingly, if she “cum” to Chaz Coleman
her rapist, sexual assaulting her. When Shannon didn’t even remember the
full assault herself, she barely remembered anything at all, until induced for
her to remember, to trigger her. Shannon not remembering most of until, the
year 2025, where it began to come back, in minute fragments, directed by
others, tampering with her memory and brain. As well as, implicating other
people by stating to Shannon “all of you”, when Shannon was mentally,
sexually, and physically abused, based on retaliation, for sending an email to
the pentagon, about the military, when she was serving, and reports she
filed. Shannon states she now has a trauma bond with Susan Ashley Perkins.
Furthermore, when Susan stated those things to Shannon, it took her a long
time to tell her. Susan was shown the physical abuse, and even said to
Shannon “that she already knew” the abuse was ongoing, and other
abuse, Susan never stated anything about it other than watching it, knowing
about it, and saying to Shannon, after seeing it “she’s been deep before”, and
that is was called, “mental abuse”. Although, Susan Perkins, knowing about
the physical abuse, possibly the new sexual abuse, and the mental abuse that
was going on, when and where and why it happened to Shannon. Shannon
even remembers talking to Susan in her office, during therapy, mentioning
her brain, even letting her abusers back near her, during therapy sessions,
and afterwards suppressing and erasing it out of Shannon’s memories, only
to be triggered by it, when they gave her recall.
Shannon didn’t know what to do, on the fact that she was severely abused. Susan Perkins even took up
for Shannon’s abusers, by telling Shannon to not discuss it with her, leaving
Shannon abandoned again. What is even worse, Susan, was discussing things
with Shannon, that Shannon can remember, she wasn’t saying to Shannon,
and things that were said, were still being controlled while under direct
influence by those in the state and at the VA, while Susan wrote those
statements down, in her computer, without Shannon even knowing, what
was being told while there. This extended from 2023-2025, with a long-term
goal, by those involved in the attacks on Shannon. To be more hateful, they
directed and staged, Shannon’s, every word, action, and reaction, so they
could formulate their own evidence against her; even knowing before she
was planning to sue.
Time went on, and Shannon had to deal with the Hattiesburg Police
Department and WestWay Behavioral Health Facility; as well as, other police
officers, and the legal system, where Shannon was guided to, intentional
planning, for their own misconduct. After dealing with the
Hattiesburg Police Department, and other officers, and being sent to
WestWay for behavior facility; after Shannon’s frustrations and using her
reactions to condemn her, that they induced, engineered, and orchestrated,
she reported that someone, presumably the cops in the facility, assaulted
Shannon. Shannon recalls while in the facility, they gave her medicine she
never consented to the entire time she was there, but instead her human
rights were revoked to comply to what they wanted her to do, even
destabilizing her in the facility, to where her body was paralyzed, even the
white cops working there, presumably, made sure to tell Shannon, that he
felt her music was about rape, after he induced her speech, and for Shannon
to say her music was about rape, when it wasn’t at all, to preemptively frame
her going forward, and speaking on those things, getting ready for their
already staged defenses. And when she left and woke up the next
day, when she got home from the facility, simulating her rape reports, her
body was stinging and burning and it was paralyzed, and intense and severe
pain, she messaged the crisis line, but no one sent anyone over, when she
reported those things to them. As well as, Shannon can even recall, the other
cruise line messages, being engineered and staged, while they induced
suicide several times in her, and the cops responding, like, “GIGI”, profiled
Shannon, because of “tattoos”, on her face, instead of genuinely helping her.
During this time, she called her personal doctor Emily Schlamo, where
Emily stated to Shannon, it wasn’t the medicine, and to make sure she called her,
when those things happened and where happening to her, when
Shannon didn’t know what happened to her entirely, implying it was
someone doing those things to Shannon. Since then, Shannon has talked to
her personal doctor Emily, and the doctor stated, she is concerned about
Shannon’s safety, especially after, Shannon talked about the crimes
administered to her, and the retaliation she received.
Shannon also reports the cops that picked Shannon up from her home, took
her into custody, and the cops that transported her, never Miranda her,
denying her safety, and the the cops at the WestWay behavioral center all
were complicit in, the assaults on Shannon, and the proof was shown
to Shannon, on what they were using on her, to move her brain, cause her
pain, make her stutter, and several other incidents by her last Social Worker
Susan Ashley Perkins. All done, knowing Shannon would talk to media, and
waiting for to mention anything they could use against her, all planned and
coordinated, making sure they stuck thoughts into Shannon’s head before
the surveillance tech, and other methods were being used on her, to destroy
Shannon’s (mens rea) = guilty mind, confidence, sexually and social
atmosphere, and credibility.
Shannon detailed a lot of her relationships and experiences, in her music and
books, where she self-published those written documents on Amazon and
Barnes & Nobles. Shannon’s book it titled “Colors of Blue, Shades of Black”’.
Shannon is currently working on and writing new books, documenting more
poetry and her affliction dealing with racism, LGBTQIA+ community, police
brutality, military experiences, love, life, alcohol and drug addiction, and
various approaches and concepts took in her life. Links to preview and buy

Since they, Shannon has been working on other music projects, to talk about
